A directory of all of the strategies, policies and plans that support the delivery of local services in Luton, including the Corporate Plan.

Jobs, safety, and homes

In the next three years, we will deliver our contribution to eliminating poverty by 2040 through focusing on three of the most important areas for our residents – jobs, safety and homes.

We will do this by using the objectives and key results (OKR) model to drive tangible change. Further details to be set out in our new corporate plan in 2026.

Five key strategies

Tenancy policy

The purpose of this policy is to set out how we, acting as a landlord, will carry out the responsibilities as a landlord for social housing.

Tenant engagement policy

The purpose of this policy is to ensure we place the voice of tenants at the heart of our services, ensuring visibility and accountability through a wide range of opportunities to engage, influence and scrutinise what we do and how we do it.

Unregistered schools policy

The purpose of this policy is to reduce the risk of unregistered schools operating in Luton by pooling information across departments in the council.
