A directory of all of the strategies, policies and plans that support the delivery of local services in Luton, including the Corporate Plan.

Everything we do is guided by one over-arching mission: to eliminate poverty in Luton by 2040. Find out more about Luton 2040.

Jobs, safety, and homes

In the next three years, we will deliver our contribution to eliminating poverty by 2040 through focusing on three of the most important areas for our residents – jobs, safety and homes.

We will do this by using the objectives and key results (OKR) model to drive tangible change. Further details to be set out in our new corporate plan in 2026.

Five key strategies

This focus is underpinned by the five broad priorities:

Private sector housing enforcement policy

The aim of this enforcement policy is to ensure that people who own and rent residential property within the Luton are aware of what they can expect from the Private Sector Housing Team, and to ensure consistency in the way different officers treat our customers, whilst recognising they have some discretion.

Rent arrears policy

This policy outlines our housing services approach for preventing and managing rent arrears.

Repairs policy

This housing repairs policy sets out what our tenants and leaseholders can expect from our responsive repairs services, outlining our approach to the reporting and management of repairs, how tenants can hold us to account within these services and what they can do if our service falls below the standard we expect.

Resilience network plan

This plan details our strategy to achieve a defined highway network that is resilient to incidents of severe weather.

Sport and Physical Activity Strategic Delivery Plan

Our delivery plan adopts a whole systems approach to tackle physical inactivity which involves co-production working with local residents, schools, partners and stakeholders at different levels in order to influence change within the system to produce better outcomes.

Succession policy

The purpose of this policy is to provide clarity for colleagues and tenants on the circumstances in which a succession may take place, and who may succeed a tenancy.
