A directory of all of the strategies, policies and plans that support the delivery of local services in Luton, including the Corporate Plan.

Everything we do is guided by one over-arching mission: to eliminate poverty in Luton by 2040. Find out more about Luton 2040.

Jobs, safety, and homes

In the next three years, we will deliver our contribution to eliminating poverty by 2040 through focusing on three of the most important areas for our residents – jobs, safety and homes.

We will do this by using the objectives and key results (OKR) model to drive tangible change. Further details to be set out in our new corporate plan in 2026.

Five key strategies

This focus is underpinned by the five broad priorities:

Electrical safety policy

The purpose of this policy is to set out the specific guidance to ensure the safety of the fixed electrical installations in the properties we own and manage.

Enforcement Policy

This document explains Luton Borough Council’s Enforcement Policy, outlining what businesses, residents, consumers and individuals in Luton can expect from the council when it carries out its regulatory duties.

Estate management policy

Through this policy we aim to provide high quality services, create sustainable communities, and promote pride in our neighbourhoods, demonstrating our commitment to keeping neighbourhoods and communal areas clean and safe.

Flood risk management strategy

We have collaborated with other flood risk authorities including the Environment Agency and Thames Water to develop the local flood risk management strategy.

Health and wellbeing strategy

Working together to improve health and reduce health inequalities across the population of Luton, this stagey covers the period from 2023 to 2038.
