This commissioning strategy, from the Children’s Commissioning team, sets a three-year direction to:
- secure high-quality, locally available placements
- support for children looked after
- reduce reliance on independent fostering agencies and distant placements
- strengthen placement stability for 16- to 17-year-olds
- expand in-house fostering capacity
- develop targeted residential and supported accommodation
- manage placement cost pressures
- improve outcomes
The strategy for meeting our duty to secure sufficient childcare in Luton and achieving our priorities for:
- in-house foster carer recruitment and retention
- expanding service offer for older adolescents and children with complex needs
- developing local residential and step-down options
- expanding supported accommodation and care leaver pathways
