Sufficiency strategy

The strategy for meeting our duty to secure sufficient childcare in Luton and achieving our priorities for 2025 to 2030.

This commissioning strategy, from the Children’s Commissioning team, sets a three-year direction to:

  • secure high-quality, locally available placements
  • support for children looked after
  • reduce reliance on independent fostering agencies and distant placements
  • strengthen placement stability for 16- to 17-year-olds
  • expand in-house fostering capacity
  • develop targeted residential and supported accommodation
  • manage placement cost pressures
  • improve outcomes

  • in-house foster carer recruitment and retention
  • expanding service offer for older adolescents and children with complex needs
  • developing local residential and step-down options
  • expanding supported accommodation and care leaver pathways
