The information explains which noise issues we can investigate, which ones we can not, and how residents can report noise concerns.

When fireworks can legally be used

We recognise that nuisance fireworks can be very upsetting and disruptive for residents. Fireworks can disturb people far beyond the area where they are set off, and we understand the frustration this causes.

It is illegal to set off fireworks during restricted 'night hours', except on specific celebration days

These exceptions are:

  • 5 November (Guy Fawkes Night)
  • New Year’s Eve
  • Chinese New Year
  • Diwali

Night hours are defined as:

  • 11pm to 1am on Chinese New Year
  • 11pm to midnight on 5 November
  • 11pm to 1am on Diwali
  • 11pm to 1am on 31 December

Using fireworks outside of these permitted times may result in an unlimited fine, a £90 on‑the‑spot penalty, or a prison sentence of up to six months

Who is responsible for dealing with fireworks incidents

Responsibility is shared between the police and the council, depending on the issue.

Police responsibilities

The police respond to:

  • fireworks being set off during restricted night hours
  • fireworks used on streets or in public places
  • people under 18 in possession of fireworks

Residents should report illegal firework use to Bedfordshire Police.

Our responsibilities

We can assist with:

  • the sale of fireworks to minors
  • product safety issues relating to fireworks (for example, whether the product meets safety standards)
  • licensing for retailers selling fireworks

Shared responsibilities

Both the council and the police may act on:

  • noise disturbances from fireworks outside of restricted night hours (handled through separate legislation)
