Applications are invited from organisations investing in immediate and tangible improvements to community buildings or spaces.
The programme is locally led, with funding decisions shaped by community priorities. Projects should demonstrate how they:
- respond to local challenges
- improve places that matter to residents
- leave a positive legacy beyond the lifetime of the fund
Applications are welcomed from a wide range of organisations, including:
- public sector organisations
- higher and further education institutions
- private sector companies
- registered charities
- voluntary organisations Make sure you can show evidence of the following priorities when your bid is assessed and scored.
Eligibility criteria
- Projects must be based within Luton Council boundaries.
- The main objective of the organisation is delivering community activities.
- Clear demonstration of how the grant will support activity in the community.
- The organisation must be constituted and evidence of this provided with the application.
- The organisation must hold a bank account and details must be provided.
- Evidence of financial control procedures within the organisation including payment processing protocols.
- The organisation must pass all Luton Council due diligence checks.
- The ability of the organisation to deliver the project within the timescales given.
- The organisation can receive funding, subject to subsidy control policy. Declaration of previous funding received must be completed in the application form.
- The grant funding is for capital costs only, no revenue costs can be included such as salaries, running costs, marketing etc.
- The contact for the grant and the person signing the form must be a member of the group or its management committee.
- Grants will only be considered for projects that commence after the grant funding has been approved and the organisation notified in writing.
- The group or activity is open to everyone. If your activity is not open to everyone, you will need to advise why.
- Owner’s permission to undertake the project (if applicable).
- Specifications of items to be purchased (if applicable).
- Building Control/ planning permission evidence, if applicable.
Grants between £1,000 and £4,999
- One quote or cost estimates to be undertaken.
Grants between £5,000 and £30,000
- Experience of delivering the activity set out in the application form.
- Provide the organisations financial statements, including the profit and loss account and balance sheet.
- If the applicant has received funding from Luton Council to deliver projects previously, evidence must be provided to demonstrate successful delivery of the project(s). Inability to demonstrate this may result in the application being rejected.
- Project plan/ drawings (if relevant).
- Evidence of land/building ownership or lease agreements/ usage rights will need to be provided.
- Three quotes or cost estimates to be undertaken.
The council reserves the right to request organisations to demonstrate how the project is value for money if requested.
This funding is discretionary and the panel’s decision is final. There will be no process for appeals.
