Selective licensing

Selective licensing will ensure that privately rented properties in your area are being managed efficiently and will enable us to take enforcement action against a wider range of properties where there may be problems.

We have now received a judgment from the Court of Appeal in connection with the claimant’s appeal of the judgment of the High Court that refused them permission to bring a claim for judicial review in respect of the selective and additional licensing schemes. Read more about the judicial review.

About selective licensing

We've made a new designation relating to selective licensing within the borough of Luton.

This designation, made on 25 October 2023, shall come into force on 5 February 2024 and applies to the town centre and Park Town areas of Luton.

When the scheme is in force having control of, or managing a property let as, a residential accommodation without a licence shall be a criminal offence:

  • liable to prosecution
  • upon summary, conviction liable to a fine of an unlimited amount
