Latest update on our selective and additional licensing schemes

We have successfully defended a legal challenge to our selective and additional licensing schemes. Following this decision, we will now move forward with implementing the schemes.

Both schemes will go live on 1 June 2026.

The schemes will cease on 4 February 2029, or earlier if we revoke the schemes under section 60 of the Housing Act 2004.

To support landlords, there will be an 'early bird' application period running until 31 August 2026. During this time, licences will be available at a reduced fee of £150. After this date, the full licence fee will apply.

Licence fees are made up of two parts.

Part A covers the processing of the application which will be collected upon application and is non-refundable.

Part B is the remainder of the fee and covers monitoring and enforcement. It is collected prior to the issue of the licence and is refundable to unsuccessful applicants.

Early bird fees

Early bird fees will be collected as follows:

  • part A: £122
  • part B: £28

Be aware that no discount can be applied during the early bird period. Once the early bird period has expired and the full fee is payable, any applicable discount will be applied at the point the application is assessed, provided the eligibility criteria is met.

For those that have already applied for a licence and paid the early bird fee of £150, the applications will be processed in due course. If the application is unsuccessful, the sum of £28 will be refunded.
