About additional licensing
We've made a new designation relating to additional licensing within the borough of Luton.
This designation, made on 25 October 2023, came into force on 5 February 2024 and applies to the whole of the borough of Luton.
While the scheme is in force having control of, or managing a property let as, a residential accommodation without a license shall be a criminal offence:
- liable to prosecution
- upon summary, conviction liable to a fine of an unlimited amount
Apply for additional licensing
Our property licensing application system for selective and additional licensing is currently unavailable and license applications cannot be accepted at this time.
Enforcement action will not commence for failure to license properties in the Additional or Selective licensing schemes, but it is still a requirement that small HMOs comply with the Management of Houses in Multiple Occupation (England) Regulations 2006.
A further announcement will be made when applications can be submitted again, and landlords will be given a reasonable opportunity to apply for a Selective or Additional License before any enforcement action for failing to hold a license is undertaken.
Mandatory HMO licensing and enforcement remains unaffected.
