Guide to planning applications

Most new buildings, certain alterations and changes in the uses of buildings and land need planning permission.

When an application is considered by committee

Only a small number of applications are considered by the Development Control Committee.

Where applications are scheduled to be considered by the committee, an agenda is produced and published on our website before the meeting.

Applicants, agents and those who have made representations on the application are:

  • notified of the committee date
  • notified of the recommendation
  • given information regarding our Right to Speak rules

Your attendance at the committee meeting can be in person at Luton Town Hall or remotely. There will be one opportunity for all objectors and applicants to speak on this application.

Objectors and applicants

Objectors and applicants must:

  • register to speak, regardless of the recommendation
  • restrict the length of their address to committee to no more than 5 minutes

If more than one objector has submitted a request to speak, they will be permitted to do so but must not exceed a total time of 5 minutes.

Councillors do not have to accept the officer’s recommendation but, where this happens, they must give reasons why they have overturned the recommendation.

Members of the public

Members of the public wishing to listen and watch the meeting may attend in person in the Council Chamber. Livestream is offered as a discretionary service and you must accept that there may be unavoidable gaps in coverage due to unforeseen technical difficulties.
