The Primary SEMH Service
We work with schools to support children who have SEMH needs. Our team provides practical advice and strategies to help children thrive in their current school setting. A key part of our work is promoting Therapeutic Thinking—an approach that encourages schools to respond to children’s needs in a positive and supportive way. All our support follows the Department for Education’s three-tier model.
Tier 1 support
Our outreach workers work closely with classroom staff to provide practical help and guidance. They may begin by supporting pupils directly and gradually step back as staff become confident using the strategies. This can include modelling effective approaches in the classroom and demonstrating how to apply Therapeutic Thinking. Outreach workers also help create a clear, tailored support plan for the child and suggest any additional resources or interventions that may be needed.
Tier 2 support
Some children may need extra help for a short period. Tier Two support offers a planned programme, usually lasting 4 to 6 weeks, to help pupils manage their emotions and behaviour while continuing their learning. This could involve a temporary placement at one of our SEMH provisions or a personalised plan within their school. We work closely with school staff and parents to ensure the child feels supported and stays connected to their school. Our ultimate goal is to help them return to their classroom successfully.
Tier 3 support
Any longer-term placement is usually considered a transitional arrangement to prepare the pupil for a new school, which may be a specialist setting. Plans for pupils at this tier focus on working closely with the specialist provision and ensuring a smooth, well-supported transition.
Accessing the service
Schools must submit referrals using the standard referral and parental consent forms, along with supporting evidence such as records, assessments, and plans by email to:

All documents should be sent at least seven days before the scheduled panel meeting.
Referral deadlines and panel dates are shared annually in September.
A monthly panel reviews referrals to decide the level of support needed. Decisions about long-term placements for pupils with EHCPs remain with the Special Educational Needs and Disabilities Assessment Team (SENDAT).
