Inclusion and alternative provision

The Inclusion and Alternative Provision Team is responsible for:

• the council’s statutory duties in relation to permanently excluded pupils and those unable to attend school for health reasons
• The Luton Primary SEMH Service
• leading on Therapeutic Thinking

The Inclusion and Alternative Provision Team work with schools to:

• ensure all children and young people are in a suitable and aspirational educational provision
• reduce barriers to learning that result in fixed and permanent exclusions
• promote inclusion with a focus on maintaining children and young people’s positive engagement with school
• reduce exclusion, including suspensions, permanent exclusions and prolonged/habitual use of part-time timetables
• support pupils’ reintegration into school and oversee the In Year School Access Protocol

The Alternative Provision Multi-Disciplinary Specialist Team (AP MDST)

AP MDST is a support team within Luton Borough Council's Inclusion and Alternative Provision Team that:

• works collaboratively with schools, families, and young people to overcome barriers to education
• builds the capacity of schools and settings through consultation, training, and guidance
• can provide specialist assessments, interventions, and advice to support pupils' needs
• helps improve behaviour, attendance, engagement, and educational outcomes
• supports children and young people with emotional, mental health, communication, and transition needs
