What has happened so far
Work on a new Local Plan for Luton started in 2024 and we ran a public consultation from December 2024 to February 2025 on:
- a community involvement issues and options paper
- a sustainability appraisal scoping report
- a call for sites
- other supporting documentation
Recent changes to our Local Plan process
In November 2025 the government issued guidance on using the new planning system (under the Levelling Up and Regeneration Act 2023) and published new plan making regulations in March 2026.
We will, therefore, prepare our new Local Plan under this new legislation.
The summary and archive of previous consultation responses together with the Issues and Options documentation is therefore closed. If you submitted a response previously, you should be able to find it in the Consultation responses summary or responses pack below. If you are unable to locate it, you can contact Planning Policy.

Luton Local Plan review – scoping consultation (regulation 20)
We are running a public scoping consultation (from 28 May to 23 July 2026), for you to have your say on the new Local Plan.
The Scoping Consultation Notice sets out information about the consultation.
You are encouraged to use the consultation portal where all consultation documents can be viewed and commented on directly within the portal (you will be asked to sign a privacy notice).
If you cannot use the consultation portal, you can also tell us what you think on the following consultation documents (these are also found on the portal) by downloading and completing each associated response form (ensure you sign the included privacy notice) then sending them in.
