Apply for a scaffolding or hoarding licence

How to apply for a licence to erect scaffolding or hoarding.

Any building or maintenance works carried out on the highway must be safe for all users. 

You need a licence to put up scaffolding or hoarding on a public:

  • road
  • verge
  • pavement

If the scaffolding or hoarding is on your private property and does not encroach onto the public highway, you do not need a licence and you do not need to notify us.

After you apply

We require a minimum of 10 working days to process an application. 

Approval will be granted in the form of a licence issued in accordance with the Highways Act 1980:

  • for scaffolding the licence is issued to the scaffolding company
  • for hoarding the licence is issued to the contractor stated on the form.

Application costs

Each licence costs £205 (VAT exempt), and is valid for up to 28 days.

You must also pay a deposit of £550. This amount is refundable upon written application and when work is completed and there has been a satisfactory inspection

Information and documents you need to provide

You must include:

  • a completed application form
  • a site plan of the position of the scaffolding or hoarding
  • a public liability insurance certificate, with a minimum cover of £10 million
  • the accreditation of the scaffolder (scaffolding licence only)
