A directory of all of the strategies, policies and plans that support the delivery of local services in Luton, including the Corporate Plan.

Everything we do is guided by one over-arching mission: to eliminate poverty in Luton by 2040. Find out more about Luton 2040.

Jobs, safety, and homes

In the next three years, we will deliver our contribution to eliminating poverty by 2040 through focusing on three of the most important areas for our residents – jobs, safety and homes.

We will do this by using the objectives and key results (OKR) model to drive tangible change. Further details to be set out in our new corporate plan in 2026.

Five key strategies

This focus is underpinned by the five broad priorities:

Adult social care strategy

Our vision for 2022 to 2027, setting out our priorities to help the people of Luton live long, healthy and fulfilled lives.

Anti-littering strategy

Our strategy combines education, stricter enforcement and increased fines to reduce littering and keep the town cleaner and more welcoming.

Antisocial behaviour policy

The purpose of this policy it to set out how we define anti-social behaviour and outline our approach to preventing and tackling anti-social behaviour, the actions we’ll take to protect and support victims and witnesses and how we’ll recognise where perpetrators may be vulnerable.

Civil penalties policy

This policy outlines the setting of the level of a civil penalty in each case where it has been determined to issue a civil penalty as an alternative to prosecution proceedings.

Curating Luton heritage strategy

Curating Luton is a community developed, National Lottery Heritage Fund supported strategy that guides how Luton celebrates, protects and develops its heritage through partnership projects, place making activities and ongoing support for local heritage groups.
