The CBL scheme aims to provide applicants with as much choice as possible where they live by openly advertising vacancies and inviting applicants to express interest in vacancies they would like to be offered and for which they are eligible.
The policy sets out:
- eligibility to join the scheme
- how to apply for housing
- who is given preference – assessment
- preference bands 1 to 4
- the definitions of each of the ‘needs’ categories in band 3
- how homes will be let
- expressing choice for vacant properties through ‘bidding’
