Redeveloping Luton town centre

You've told us you want a better town centre for Luton. We want this too. 

To achieve this, we have created the Luton town centre delivery plan.

The Luton town centre delivery plan shows how we will deliver the Luton town centre masterplan.

The masterplan was approved in 2021. It shows:

  • how the town centre can change over the next 20 to 30 years
  • how we will respond to the changes in how we live, socialise, shop, work and become more sustainable

What we have delivered so far

We have made significant progress and there are already several visible changes in Luton town centre, with millions of pounds of inward investment secured. 

Hat Gardens

Back in 2023, we opened the award-winning pocket park Hat Gardens which hosts several wonderful events and provides a quiet waterside haven every day. 

The Stage

Luton was one of the first places in the country to secure levelling up of funding, and work is underway on our flagship mixed-use development, The Stage. 

Power Court

In 2024, Power Court received planning approval, and this 25,000-capacity football stadium will completely transform our town centre. 

Public art

We have been fortunate to have four stunning public art pieces installed, including the Covid memorial ‘Our River’ and ‘Rough Gemstones’ both situated on Silver Street. 

More recently, we unveiled the new public art installation on the former ABC cinema site and then finally ‘A river runs under your feet’ which is located on the junction of Guildford Street and Church Street. 

The Town Centre Taskforce

In September 2024, we set up a taskforce to work with partners to deal with difficult issues in the town centre that are negatively impacting people’s views of Luton. 

The taskforce is making significant progress in tackling these complex issues, including on-street fundraising rough sleeping, street drinking, and shoplifting.
