School Streets traffic exclusion zones
A School Street is a traffic exclusion zone (TEZ). This means there will be a timed restriction on motor traffic outside or around a school during drop off and pick up periods. The benefits of the scheme are to improve safety, health and air quality.
We have introduced School Streets in some areas, to reduce the number of vehicles around the school at busy times, particularly at the start (drop off) and the end of the day (pick up).
Over the 12 months, we will:
- closely monitor and review the traffic impact, including any diverted traffic
- take any necessary measures based on our findings
Information on this page is for parents, carers, teachers, residents and anyone else that may be affected by School Streets.
Aims of School Streets
School Streets aim to:
- increase safety for children and young people around their schools
- enable more walking, cycling and wheeling, which supports children’s health and wellbeing
- reduce traffic around schools to support a reduction in air pollution
Driving to school
During School Streets operating times, a TEZ will be in place. This means no motor vehicles can enter the restricted area.
Parents and carers are encouraged to walk, wheel, cycle or use public transport, where possible.

The owners of any vehicles entering these zones will be fined or prosecuted.
Motorists may need to allow additional time for their journeys during the restriction periods.
Restriction times
School Streets restrictions are in place for the following schools. The restriction times for each school are listed here.
Hillborough Junior School
The restrictions are in place:
- during term time only
- Monday to Friday
- from 8 to 9.15am
- from 2.30 to 4pm
Leagrave Primary School and Lady Zia Wernher School
The restrictions are in place:
- during term time only
- Monday to Thursday, from 8 to 9.15am and from 2.30 to 4pm
- Friday, from 8 to 9.15am and 12.30 to 1.45pm
Entering and leaving a restricted zone
If you enter the zone before the restriction begins, you may leave the zone after the restriction has started. You may also park within the zone where:
- parking is permitted
- no separate parking restrictions apply
Drivers must not pass the TEZ signs during the restricted period unless they are entitled to do so.
All emergency services professionals are exempt from these exclusions.
People who can apply for a permit
There is no charge for a TEZ permit if you qualify for a permit.
We recognise that some families may have specific access requirements. Exemptions or alternative arrangements may be available for eligible residents and people who need vehicle access.
Check the arrangements for your school before the scheme begins.
People who live in a School Street area
If you live within a School Street area, you will be able to access your property in accordance with the scheme's exemption arrangements. Further information will be provided to affected residents.
Blue Badge holders
A Blue Badge does not automatically exempt a vehicle from a TEZ restriction. If you are a parent, carer or child has a disability requiring vehicle access to a school located within a TEZ, an application for an exemption may be considered. Supporting evidence may be required.
Teachers and school staff
Staff access will depend on the arrangements agreed for the individual School Street. Staff should:
- follow the guidance provided by the school and local authority
- avoid parking within the restricted area wherever possible
People who are not entitled to a permit
- Deliveries and school contractors: you must plan your journeys outside of the restriction hours. If access is required during restricted times, you must use active travel modes such as walking, cycling or public transport.
- Friends and relatives of the non-residing partner of a resident are not normally entitled to a resident exemption.
Enforcement and penalties
Enforcement will be carried out using automatic number plate recognition (ANPR) cameras. Clear, appropriate signage will also be installed at the entry and exit points of the zone to alert drivers to the restrictions.
Any vehicles without an exemption ignoring the restrictions may be issued with a penalty charge notice (PCN).
Apply for a permit
Certain people can apply for a free TEZ permit, including:
- local residents
- staff working at the school
- any parent or carer with a child who has a disability
Accepted forms of documentary evidence
All relevant evidence provided must contain your name and current address.
You must provide your:
- current Council Tax bill OR a tenancy agreement
- vehicle registration document (V5) OR car insurance document
If it is a company car, you need to provide both:
- a letter from the company
- proof of vehicle ownership or a hire or lease agreement
