Parking and traffic restrictions

Where you can and cannot park, traffic signs, signals and restrictions, illegal parking and fines, controlled parking zones, resident parking zones, traffic exclusion zones and moving traffic enforcement.

Moving traffic enforcement

Moving traffic enforcement is where we monitor and fine drivers of vehicles that do not follow the instructions or directions given by a red or blue sign:

  • red signs are prohibitions
  • blue signs are directions

 These are sometimes accompanied by additional road markings.

Moving traffic enforcement areas in Luton

Not all locations within Luton are monitored. Enforcement is by CCTV cameras, which have been specifically approved for that purpose.

The following locations are monitored and enforced by CCTV cameras.

  • Beaumont Road entering via Biscot Road

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Friday, between 8.15am to 9.15am and 2.30pm to 4pm. This applies during term time only.

  • Bridge Street between Library Road and New Bedford Road

    Pedestrian zone at all times, with an exemption for commercial vehicles (3.5 tonnes) to load or unload between 10am and 6pm.

  • Denbigh Road entering via Ascot Road and Beaumont Road

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Friday, between 8.15am to 9.15am and 2.30pm to 4pm. This applies during term-time only.

  • Denbigh Road entering via Cavendish Road

    School traffic exclusion zone, with no entry to unauthorised motor vehicles between Monday to Friday, 8.15am to 9.15am and 2.30pm to 4pm. This applies during term time only.

  • Dunstable Road as you exit from Waller Avenue onto the A505

    This is a yellow box junction which must be kept clear at all times.

  • George Street between Wellington Street and Castle Street

    Pedestrian zone at all times, with an exemption for commercial vehicles (3.5 tonnes) to load or unload between 10am and 6pm.

  • Manchester Street between Gordon Street and Wellington Street

    Pedestrian zone at all times, with an exemption for commercial vehicles (3.5 tonnes) to load or unload between 10am and 6pm.

  • Ramridge Road at its entry point from the roundabout at Hitchin Road

    This is a bus only route at all times with exceptions for buses, taxis and cycles and commercial vehicle loading.

  • Waldeck Road, no right turn from Dunstable Road

    No vehicle is permitted to turn right into Waldeck Road from this junction.

  • Wycombe Way, no entry

    This no entry applies to vehicles making an illegal left turn from Markham Road or driving against the one-way in Wycombe Way.

Future locations

These locations are proposed to have CCTV enforcement, following consultation. 

  • Anthony Gardens entering via Hillborough Road 

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Friday, from 8:00 am to 9:15 am and 2:30 pm to 4:00 pm. This applies during school term-time only. 

  • Bath Road entering via Carlton Crescent

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Thursday, from 8:00 am to 9:15 am and 2:30 pm to 4:00 pm, and on Fridays, from 8:00 am to 9:15 am and 12:30 pm to 1:45 pm. This applies during school term-time only.

  • Corncastle Road entering via Hillborough Road 

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Friday, from 8:00 am to 9:15 am and 2:30 pm to 4:00 pm. This applies during school term-time only. 

  • Deans Close entering via Hillborough Road 

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Friday, from 8:00 am to 9:15 am and 2:30 pm to 4:00 pm. This applies during school term-time only.

  • Foxglove Way entering via New Bedford Road

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Thursday, from 8:00 am to 9:15 am and 2:30 pm to 4:00 pm, and on Fridays, from 8:00 am to 9:15 am and 12:30 pm to 1:45 pm. This applies during school term-time only. 

  • Hillborough Road entering via Russell Rise 

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Friday, from 8:00 am to 9:15 am and 2:30 pm to 4:00 pm. This applies during school term-time only.

  • Kennington Way at its junction with Biscot Road

    No entry – this no entry applies to vehicles making an illegal turn from Biscot Road or driving against the one-way in Kennington Road.

  • Poppy Close entering via Primrose Close

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Thursday, from 8:00 am to 9:15 am and 2:30 pm to 4:00 pm, and on Fridays, from 8:00 am to 9:15 am and 12:30 pm to 1:45 pm. This applies during school term-time only.

  • Primrose Close entering via Foxglove Way

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Thursday, from 8:00 am to 9:15 am and 2:30 pm to 4:00 pm, and on Fridays, from 8:00 am to 9:15 am and 12:30 pm to 1:45 pm. This applies during school term-time only.

  • Saxon Road at its junction with Biscot Road

    This is a one-way street and enforcement of this location will seek to prevent vehicles breaching the direction indicated by the ‘one-way’ sign.

  • Strangers Way entering via High Street

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Thursday, from 8:00 am to 9:15 am and 2:30 pm to 4:00 pm, and on Fridays, from 8:00 am to 9:15 am and 12:30 pm to 1:45 pm. This applies during school term-time only.

  • Strangers Way entering via Hockwell Ring

    School traffic exclusion zone, with no entry to unauthorised motor vehicles Monday to Thursday, from 8:00 am to 9:15 am and 2:30 pm to 4:00 pm, and on Fridays, from 8:00 am to 9:15 am and 12:30 pm to 1:45 pm. This applies during school term-time only.

Why we use moving traffic enforcement

Vehicles that contravene driving restrictions create potential dangers to both pedestrians and other road users.

Whilst the police carry out enforcement, with these new powers we can also carry out enforcement, to reduce the casual disregard of the restrictions in place at some locations.

This is not something that we will be able to do everywhere but we can consider other locations in the future.
