A draft supported housing strategy was presented to Luton Council Executive in early September 2026 and approved for public consultation.
This public consultation seeks the views and comments from individuals, groups and organisations.
Given the specialist nature of the resident groups potentially impacted by this strategy, the public online consultation is supported by a range of consultation workshops, focus groups, and surveys.
These will engage people with lived experience, and the communities that support them to live safe, independent lives. (voluntary sector, community, housing providers, and statutory partners).
Main methods of consultation
We are using a range of methods to gather feedback.
- Public consultation through an online survey runs over a period of six weeks from 17 September to 29 October 2026
- Formal strategy presentation, workshops and focus groups for local organisations participating in Luton’s partnership networks for housing, homelessness, social care and health
- Lived Experience Input: surveys and focus groups involving current residents of supported and specialist accommodation
- A member workshop will be held in 30 September 2026
- A faith group workshop was held on 15 September 2026
- Key organisations contacted and invited to provide comments on the strategy
What happens after the consultation finishes
Once the consultation closes, all feedback and issues raised will be reviewed and analysed. A summary report will be produced, highlighting the main themes, concerns, recommendations, and any proposed changes to the draft strategy.
Wider housing issues raised during the consultation will also be recorded in the report. Any concerns about the unmet needs of specific groups will inform the strategy’s equality impact assessment.
The draft strategy will then be updated to reflect the consultation findings before being submitted for final approval by the Executive.
The finalised draft supported housing strategy will be submitted to Scrutiny and Oversight Panel for review and recommendation in November 2026, and for final approval to Executive in January 2027.
