Incentive payments for private sector landlords

As a private sector landlord in Luton, you can receive a cash incentive for providing properties under a 24-month assured shorthold tenancy (AST).

Your participation helps families and individuals at risk of homelessness who may struggle to access the private rental market.

We’re particularly interested in two, three and four bedroom properties. For a minimum 12-month AST, we offer:

  • upfront incentive payment
  • first month's rent
  • 5 weeks' deposit
  • rent uplift (based on tenant's affordability)

Incentive payments for a minimum 12 month AST

For 1 bedroom, you can get an incentive payment of £1,000.

For 2 bedrooms, you can get an incentive payment of £2,000.

For 3 bedrooms, you can get an incentive payment of £3,000.

For 4 bedrooms, you can get an incentive payment of £4,000.

Private sector lease (PSL) for temporary accommodation (TA)

We’ll lease your habitable property for 3 years with guaranteed rent, using it for TA under a Luton Council TA licence. We offer:

  • guaranteed rent for three years
  • upfront incentive payment
  • annual rent uplift
  • 6 week damage bond (against intentional damage)
  • we’ll act as the tenant's main point of contact

Incentive and deposit payments for a 3 year lease

For 2 bedrooms you can get:

  • an incentive payment for: £2,000
  • a deposit bond payment for: £1,620

For 3 bedrooms you can get:

  • an incentive payment for: £3,000
  • a deposit bond payment for: £1,938

For 4 bedrooms you can get:

  • an incentive payment for: £4,000
  • a deposit bond payment for: £2,215

Landlord and agent responsibilities for both schemes

You will be responsible for all property repairs.

You will also need all the necessary certificates, including:

  • gas safety
  • EICR
  • EPC
  • Legionella
  • smoke detectors
  • CO2 monitors (best practice)
