How our strategies, plans and policies fit together

Our work is driven by key strategies that support the delivery of Luton 2040.

Our key strategies

We have five main strategies. 

1. Child-friendly Luton strategy
   Creating a town where children and young people are safe, healthy, heard and able to thrive.
2. Local economic growth strategy
   Supporting economic growth that benefits all residents, creating good jobs and opportunities.
3. Fairness strategy
   Reducing inequalities and ensuring everyone has access to opportunities and support.
4. Net zero roadmap
   Supporting the transition to a sustainable, environmentally responsible future.
5. Population wellbeing strategy
   Improving health, wellbeing and quality of life across the town.

Our enabling strategies and plans

We also have five enabling strategies and plans that support the delivery of our key strategies.

1. People strategy 2026 to 2028
   Promoting equality, supporting wellbeing, strengthening employees' voices and investing in learning and development.
2. Digital 2040 – strategic framework for digital, data and technology
   Delivering better user experiences, supporting a digitally confident workforce, strengthening technology foundations and enabling evidence-based decision-making.
3. Information governance and privacy policies
   Ensuring information is managed securely, lawfully and transparently.
4. Medium-term financial plan 2025 to 2029
   Setting the financial framework for allocating resources, maintaining financial sustainability and funding the delivery of corporate priorities.
5. Capital strategy 2021 to 2040
   Providing the framework for planning and investing in buildings, infrastructure and other long-term assets.

Luton’s long-term ambition is clear. By 2040, Luton will be a healthy, fair and sustainable town where everyone can thrive, and no one lives in poverty. 

This vision, known as Luton 2040, sets the direction for how we work as a council and how we collaborate with our partners, communities and residents to shape the future of the town.
