Petitions scheme

We welcome petitions and recognise that they are one way in which people can let us know their concerns. 

All petitions sent or presented to the council will receive an acknowledgement from the council within 10 working days. This acknowledgement will set out what we plan to do with the petition.

Petitions may now be submitted online via the e-petitions system.

Whether submitted by paper or electronically, this petitions scheme will be applied.

Any petitions received relating to a subject that is under consultation, regardless of the number of signatures, will be sent direct to the relevant department responsible for the consultation. The petition will be submitted to the consultation and be considered under the consultation process.

What are the guidelines for submitting a petition?

The Petition Organiser and all other signatories to the petition should either be a resident in or work in or study in the Borough of Luton.

Petitions submitted to the council must include:

  • a clear and concise statement covering the subject of the petition. It should state what action the petitioners wish the council to take.
  • the signatures of 5 or more people who live, work or study within the Borough of Luton. The signatures of anyone living outside the Borough will be discounted. Those who live outside Luton but work or study in Luton should use the address of their workplace or education establishment if they wish their signature to be regarded as valid.
  • the name, full postal address (including postcode) and signature of any person supporting the petition. Any entries that do not completely fulfil this requirement will be discounted as invalid.
  • Once a petition has been submitted to the council no further names can be added. You should only submit the petition once you are satisfied it is finalised.

Petitions should be accompanied by contact details, including an address, for the petition organiser. This is the person we will contact to explain how we will respond to the petition. If the petition does not identify a petition organiser, we will contact the first signatory to the petition where contact details have been given.

Petitions can be submitted in hard copy or electronic (PDF) format via:

The subject of the petition should:

  • relate to a relevant matter, i.e. a matter which relates to a function of the council, for example – education, social services, parks, highways, etc, or
  • a matter which relates to an improvement in the economic, social or environmental well-being of the people of Luton to which a partner, for example
  • the Police, Fire Services or NHS, could contribute.
  • be something that the Council has the power to do or which is possible for the Council to do

If a petition does not follow the guidelines set out above, the council may decide not to do anything further with it. In that case, we will write to the lead petitioner to explain the reasons.

The subject of a petition should usually not replicate a similar petition received within the last 12 months.
