Caravan and camping site licence
A review of the Regional Spatial Strategy (RSS) is identifying Gypsy and Traveller caravan pitch provision for each local authority.
Luton’s pitch provision
The St. Thomas’s Road site, established in 1970, is the only authorised site in Luton, being located next to a mobile home park. In May 2005, the site was refurbished at a cost of £780,000 using a 75 per cent government grant.
The tenants tend to remain for a long period of time on this site and so pitch turnover is low. A reconfiguration of the site resulted in the provision of additional double plots hence 26 caravans on 20 plots (double and single). There is also a privately owned ground in Wigmore Lane used for storing fairground equipment in the winter.
The site is permanent and there is no change being monitored.
Bedfordshire and Luton Gypsy and Traveller Accommodation Needs Assessment 2006
A ‘Bedfordshire and Luton Gypsy and Traveller Accommodation Needs Assessment’ (GTAA), was commissioned jointly by Luton Council and three Bedfordshire districts, to assess accommodation needs. This formed the basis of the regional needs assessment referred to below.
Regional Spatial Strategy Single Issue Review: Planning for Gypsy and Traveller Accommodation in the East of England
The East of England Regional Assembly (EERA) are consulting on a draft regional policy which suggests that South Bedfordshire and Luton should accommodate 45 and 15 additional Traveller pitches respectively (2006 to 2011).
