Skip licences in Luton
All skips placed on a public road or verge need a licence. Skips are not normally allowed to be positioned on the footway.
A skip licence is for a 28-day period. An extension may be possible depending on road space availability.
If you wish to deposit a skip on the public highway, you obtain a licence from a Luton Council registered skip hire company.
How to apply for a skip licence
To apply for a skip licence, you will need to contact a skip operator. They will then apply for the licence on your behalf. Download the list below for details of skip operators.

Skip operator’s licence
Skip operators wishing to apply for a skip licence must be registered with us.
Your company must have a licence before you place a skip on any public road or footpath.
How to apply for a skip operator's licence
If you are a skip operator and wish to be on our register, an application form will need to be completed and you need to provide:
- a waste transfer licence
- public liability insurance certificate minimum cover of £10 million

Costs
There are no costs to become a register skip operator.
A skip licence cost is £72.
The cost of a skip licence does not include the skip operator charges. The skip operator will let you know about their charges.
Skip licence application timescale
Ten working days for the initial application.
Five working days for an extension request to the licence. Extensions are dependent on road space availability.

Fines and penalties
We can fine you if you:
- place an unlicensed skip on a public road
- cause damage to any public property
- fail to make sure the skip is safe
Appeal
If a licence is refused, you cannot appeal. Our decision as the highway authority is final.
When reviewing an application, if it has been submitted with an unsuitable location, we will suggest an alternative suitable location.
