About the scheme

Blue Badges help people with disabilities or health conditions park closer to their destination. 

Some people can get a Blue Badge automatically and others may need a further assessment

Blue Badge eligibility 

You may be eligible if you:

  • have a permanent and substantial disability that causes one or more of the following when walking: 
    o    you cannot walk, or walking is very difficult due to pain, breathlessness, or time taken
    o    walking is dangerous to your health or safety
    o    you have a life limiting illness affecting mobility
    o    you have severe disability in both arms and drive regularly
    o    you have a child under 3 who needs bulky medical equipment or must stay close to a vehicle
  • get the higher rate mobility component of Disability Living Allowance (DLA)
  • get at least 8 points for the ‘moving around’ part of Personal Independence Payment (PIP)
  • have been certified by a healthcare professional as having significant difficulty walking or moving safely

Your child may also qualify if they receive the mobility part of Personal Independence Payment (PIP) and have scored 10 points for descriptor E under the 'planning and following journeys' activity. 

This means they cannot make any journey because it causes overwhelming psychological distress.

Costs

The fee in England is up to £10.

In Luton, the fee is £10.

Disabled persons parking bay

If you have a Blue Badge, you can also apply for a disabled persons parking bay.

This allows you to park on the road outside or close to your home, with markings to show that the space has been reserved for a disabled person.
