Critical Adult Safeguarding Partnership Arrangements (CASPA)

Support for adults with complex safeguarding needs.

CASPA stands for Critical Adult Safeguarding Partnership Arrangements.

It is a Luton‑based partnership that brings different agencies together to support adults with complex needs who are at serious or ongoing risk of harm.

CASPA is used when a person’s situation is so complex that no single service can manage the risks alone. By working together, agencies can better understand what is happening and agree the safest way to support the adult.

What CASPA does

CASPA helps agencies to:

  • share information to build a full picture of the risks
  • agree clear plans to reduce or manage those risks
  • identify what support is already in place and what else is needed
  • prevent duplication between services
  • respond quickly if a situation gets worse
  • make sure the adult’s views, wishes and experiences are heard

The aim is to reduce risk, improve safety, and support better outcomes for the adult.

CASPA is a multi‑agency partnership. Members include:

  • East London Foundation Trust (ELFT)
  • Bedfordshire Police
  • Bedfordshire Fire and Rescue Service
  • Cambridgeshire Community Services NHS Trust
  • National Probation Service
  • NOAH
  • Azalea
  • ResoLut1onS
  • Luton Women’s Aid
  • Stepping Stones Luton

The group meets monthly to review referrals and coordinate joint safeguarding plans.
