Luton’s collaborative all-age mental health strategic plan

Our strategic plan brings together the needs of children, young people, and adults, recognising the impact of childhood experiences on mental health in later life.

Around 75% of mental health conditions develop before age 24, and children do not exist independently of the adults around them. Early experiences are shaped by parents and carers, whose own challenges such as poor mental health, addiction, or difficult family relationships can contribute to an intergenerational cycle of reduced wellbeing. Our plan is designed to break this cycle.

The strategic plan has been co-produced with partners across Luton, including people with lived experience, carers, children and young people, health and care professionals, system and local authority officers, and voluntary and community sector organisations. These partners will contribute to inform the detailed action plans that deliver our agreed outcomes.

Our priorities are based on national strategies, local data, and findings from Luton’s mental health needs assessments for children and adults.
