Our Best Start in Life Plan aims to help every child in Luton grow up healthy, supported and able to reach their full potential.

We will strengthen the early years system so that all children, particularly those facing the greatest challenges, can access high-quality, inclusive support from pregnancy through to age five.
By making early health and wellbeing a shared responsibility, we aim to improve outcomes by increasing the proportion of children achieving a Good Level of Development from 64% overall (52% for disadvantaged children) to over 71% and 62.7% respectively by 2028, narrowing inequalities.
Through strong partnerships, early intervention, and a focus on empowering families, we will deliver a joined‑up, accessible offer that gives every child in Luton the best possible start in life, in line with our Luton 2040 ambition.
