Sufficiency strategic plan

Our sufficiency strategic plan for sufficient childcare in Luton and achieving our priorities for 2025 to 2030.

This commissioning strategic plan, from the Children’s Commissioning team, sets a three-year direction to:

  • secure high-quality, locally available placements
  • support for children looked after
  • reduce reliance on independent fostering agencies and distant placements
  • strengthen placement stability for 16 to 17 year olds
  • expand in-house fostering capacity
  • develop targeted residential and supported accommodation
  • manage placement cost pressures
  • improve outcomes

Our priorities are:

  • in-house foster carer recruitment and retention
  • expanding service offer for older adolescents and children with complex needs
  • developing local residential and step-down options
  • expanding supported accommodation and care leaver pathways
