The Neighbourhood Enforcement Team (NET) deals with a range of issues that affect the appearance, safety and wellbeing of local communities. These include:
- littering
- fly tipping
- abandoned or unlicensed vehicles
- waste related offences
- breaches of Public Space Protection Orders
NET officers use a variety of legal powers to take enforcement action against individuals and businesses who commit offences across the town. They are accredited by Bedfordshire Police and work closely with police officers and partner organisations to help improve local neighbourhoods.

Waste compliance
Improper disposal of waste has significant environmental impacts and creates high costs for removal and investigation. The waste compliance project aims to:
- improve the look and environmental quality of neighbourhoods
- reduce contamination and prevent bins being left on public pavements
- improve recycling rates
- enhance detection and removal of fly tipping
A team of four waste compliance officers focuses on key areas across the town, working on:
They provide advice and support to help residents follow correct procedures, assess bin storage needs, and use formal notices where necessary to ensure waste is only placed out on collection days.
Officers work with households that regularly put out excess waste, helping them find ways to reduce it.
They target areas where recycling contamination is high, helping residents understand what can and cannot be placed in each bin to prevent missed collections.
Local authorities are required by the EU and central government to reduce landfill waste and increase recycling.
