Primary authority partnerships
Primary authority partnerships are a government scheme that helps businesses receive consistent and reliable regulatory advice, even if they operate across multiple council areas. The scheme can also support single‑site businesses.
How the scheme works
A business forms a partnership with one local authority, which then provides assured advice on environmental health, health and safety, trading standards and certain licensing matters. This advice must be accepted by all other councils in England, reducing duplicated checks and lowering the risk of non‑compliance.
The scheme is set out in the Regulatory Enforcement and Sanctions Act 2008 (as amended). Trade associations can also create coordinated partnerships on behalf of their members.
Benefits and support available
Local authorities can recover the costs of providing businesses with advice, helping reduce administrative burdens and protecting businesses from enforcement issues caused by inconsistent guidance. Through a primary authority partnership, councils can offer support such as:
- reviewing policies and procedures for legal compliance
- preparing risk‑based inspection plans
- providing detailed business advice
- handling referrals from other councils
- offering coordinated guidance to trade association members

Eligibility
You may be able to form a partnership if you:
- trade in two or more local authority areas
- operate as a single business
- run an internet‑based company
- are a trade association
Fees and charges
Charges are based on the time needed to support your business and follow a cost recovery model. Most partnerships start at a minimum of one day per month, using the council’s traded service day rate. To arrange a discussion about your needs.
