What it is

The Business Improvement District (BID) is a charge payable in respect of non-domestic properties in the Business Improvement District area of the town centre. It is a requirement to pay a financial levy which is used to provide services beneficial to businesses in the area. 

The first BID Levy demand notice covered the billing period January 2020 to the end of March 2020

An annual demand notice was issued every March for the period April to March until March 2024 when the final demand covered the period April 2024 to the end of December 2024. Your business rates demand notices will continue to be issued as normal.

We will take enforcement action to secure payment in a similar way to collection of non-domestic rates.

Where a payment is overdue one final notice will be issued requiring payment within seven days. If payment is not received then a complaint will be made to the Magistrates seeking a liability order. 

Additional legal costs of at least £83 will be charged if legal proceedings are commenced

Once a liability order is granted the council can instruct an enforcement agent to take control of goods to be auctioned to raise the money to pay the levy. In some circumstances a petition can be made for bankruptcy or the compulsory winding up of a company.
