Parking restrictions in Luton explained

As a busy town Luton is subject to many different types of parking restrictions. Below is a list of the main restrictions in our town, providing a guide of who can park, when and why.

Parking bays including permit, shared use, pay and display, PayByPhone, disabled bay and motorcycle bays

Red routes, yellow lines, exemptions and restricted zones

Pavement, grass verges, zig zag, cycle lanes and school keep clear restrictions

Other types of bays such as loading, doctors, taxi ranks and electric vehicle bays

Traffic Regulation Orders (TROs)

Traffic Regulation Orders (TROs) are legal documents which allow the Council and the Police to enforce various restrictions designed to control or restrict the movement or waiting of traffic on any road which is open to traffic, including public highways.

Examples of these can include speed limits, parking restrictions (single and double yellow lines), weight restrictions, one way streets, no right/left turns and loading bays. Temporary Traffic Regulation Orders (TTRO) allow the temporary prohibition or control of traffic and pedestrians along the highway. TTRO’s can be applied to roads, footways or rights of way​.

We can make a TTRO to cover planned situations, or issue a notice if we consider that due to a situation arising on the highway, regulation should be introduced without delay (this usually applies in emergency situations on safety grounds).

Purpose of orders

To extend the NT Controlled Parking Zone to include Alton Road (excluding Alton Gardens), Cutenhoe Road, Park Street (between Strathmore Avenue and the south-eastern extremity of Park Street, Seymour Avenue and Seymour Road (excluding Brache Court).

Purpose of orders

To introduce a lowered speed limit from 40mph to 30mph. The reason behind this change is to reduce the speed on the approach to the new traffic signal junction.
