Every public authority is required to adopt and maintain a publication scheme setting out the classes of information it holds and the manner in which it intends to publish the information. The purpose of a scheme is to ensure a significant amount of information is available, without the need for a specific request. Schemes are intended to encourage organisations to publish more information proactively and to develop a greater culture of openness.

Sustainable community strategy

The Sustainable Community Strategy was developed by the Luton Forum bringing together partners from the public, private, and voluntary and community sectors to set out a long term plan for the town.

Trade union facility time

We recognise Unison, GMB and Unite for collective bargaining purposes.

As at January 2015 we recognise 21 general, learning and health and safety representatives in total from the three Trade Unions.

We provide 100% facility time for four trade union posts. Two of these posts are mainly funded from the maintained schools ‘ budgets. The schools choose to de-delegate funding to cover trade union facility time as a way of ensuring availability of representation for the schools support staff who are trade union members. Our annual spending on Trade Unions in 2014 was £85,932.

The percentage of our total pay bill spent on unions in 2014 is 0.08%.

Counter Fraud Work

Number of occasions powers under the Prevention of Social Housing Fraud (Power to Require Information) (England) Regulations 2014, or similar powers were used.

Nil, (Luton Council is a Partner to the Hertfordshire Shared Anti-Fraud Service and use the National Anti-Fraud Network (NAFN) to conduct such enquiries on their behalf).
