Crisis support scheme

The local scheme for Luton is designed to help vulnerable local individuals and families who have exceptional one-off difficulties, providing they are receiving or would be entitled to receive a means tested benefit or state pension.

We will provide two forms of payment to residents in need:
  1. crisis awards - immediate help for qualifying residents with an emergency posing an immediate and substantial risk to their health and safety
  2. community care awards - help for qualifying vulnerable people in setting up or maintaining a home in the community

Eligible residents

Awards will be granted to local people who are:
  • a Luton resident for the past 12 months
  • aged 16 or over
  • if the applicant is stating that they are homeless they must be accepted by the council as homeless and with a priority need
  • legally resident in the UK and not subject to immigration control/would fail the habitual residence test
  • receiving one of the following benefits:
    • Income Support
    • Job Seekers Allowance (income based)
    • Employment and Support Allowance (income related)
    • Guaranteed Pension Credit

Making the awards

Awards will be in the form of vouchers, tokens or prepayment cards and will not be cash, bank credit or giro cheque.

All requests for crisis awards and community care awards must be made:
  • Monday to Friday
