Luton International Carnival is organised by Luton Borough Council Arts Development Unit.
The council's partner for carnival arts is the Luton Carnival Arts Development Trust who received the largest single lottery award for carnival arts development as well as Arts Council funding for the National Carnival Arts Centre.

Established in 1998, through lottery funding via the Arts Council of England, the Trust extended the excellent track record of carnival in Luton through a two year programme of training initiatives, education work, neighbourhood arts development and new commissions that lead to the Luton Young People's Carnival for the Millennium. European funding followed, which allows the Trust to extend its work in other areas across Luton.
The Trust is committed to training individuals and organisations in the disciplines of carnival arts - mas making, stilt walking, steel pan as well as to establishing the UK's first dedicated centre for Carnival Arts in Luton.
