Luton council and its partners are required to have in place a number of plans, relating to the services they provide for children and young people.

Luton Children & Young People's Plan
The Children Act 2004 places a duty on all top tier local authorities, as Children’s Services Authorities, to cooperate with partner agencies in providing, planning and developing services, and to publish a Children and Young People’s Plan in consultation with communities and in particular with children and young people.
School Organisation Plan
This five year plan is produced on an annual basis by the School Organisation Committee and takes into account pupil forecasts based on the January PLASC (Pupil Level Annual Schools Census) return to the DfES. Its key purpose is the better matching of supply and demand for school places, leading to expansion via basic need in some schools and a reduction in others.
Unlike many authorities, the fall in birth rate and the child population overall is being offset by inward migration to Luton, although much of this, particularly at the primary level, is being concentrated in the centre of the town.
