The Overview and Scrutiny Board (OSB) has overall responsibility for leading and managing all scrutiny matters. It is the Council's main body for public sector accountability and strategy development.

The Board consists of 10 members none of whom may sit on the Executive. It is good scrutiny practice for the Chair of the OSB to be a member of one of the minority groups. The Board can appoint time limited task and Finish Groups to conduct a focused review and report back to the Board with the findings. Topics for such reviews are normally selected if they meet certain priority criteria.

 

The Board also established a standing Finance Review Group (FRG) in 2010, to oversee and scrutinise the Council's management of its finances, and a standing Health and Social Care Review Group (HSCRG) set up in 2011 to oversee and scrutinise the implementation of the reform to the health systems and specific aspects of NHS Luton's Quality Innovation Productivity and Prevention (QIPP) programme.
