Best value and the CPA (Comprehensive Performance Assessment) are government programmes for measuring council performance, and promoting continuous improvement
Councils have a statutory duty to achieve best value, top quality services at a low cost. We carry out performance reviews and write an annual performance plan and report, to measure our progress and set out targets for the future.

The Audit Commission, an independent government agency, has examined council performance and given each council a scorecard and a report recommending improvements. This is called the Comprehensive Performance Assessment (CPA).
