The Children and Learning department is organised around delivering integrated Children's Services across five organisational areas in Luton:
- North – Bramingham, Icknield, Limbury, Northwell, Sundon Park
- East – Crawley, Round Green, Stopsley, Wigmore
- South – Dallow, Farley, South
- West – Challney, Leagrave, Lewsey
- Central – Barnfield, Biscot, High Town, Saints
These neighbourhood teams deliver the following services:
- Behaviour Support
- Educational Psychology
- Integrated Youth Support
- Children in Care Services (including fostering and adoption; residential care; 16+)
- Attendance and children missing education
- Parent Partnership
- Initial Assessment
- Safeguarding, Independent Reviewing Officers and Local Safeguarding Child Board Team (including safeguarding in education
- Elective Home Education
- Learning Difficulties and Disabilities
- Family Support and Child Protection social work
- Youth Offending Service
The ‘Support, Challenge and Intervention’ service within Children and Learning looks after the following supporting services.
- Support and Challenge schools, children’s centres, non-maintained
childcare settings, 14-19, post-16 providers - Luton Schools Quality Standards framework
- Delivery of parenting and extended services through schools strategies
- School Catering
- Free School Meals
- Clothing Grant processing
- Music Service
- The SHIRE Foundation - School Centred Initial Teacher Training
- elearning @ luton centre, Luton Learning Resource Centres
The ‘Resources, Performance and Commissioning’ service within Children and Learning provides:
- Resources functions: Finance, Human Resources, ICT, office accommodation, business continuity
- Strategic planning, risk, performance, policy management
- Children’s Trust arrangements, partnership, committee support
- Commissioning strategy and aspects of commissioning cycle for:- health (PCT-funded), schools inc. extended services, early years, childcare, 14-19, post-16 learning, out of borough placements
- School Admissions and appeals, transport
- Student Support
The ‘Building Schools for the Future’ service manages the current programme to rebuild or remodel all Luton’s secondary school provision. They are also involved in the Primary Capital Programme which aims to renew half the country's Primary School provision by 2022.
