On 6th January 2009 Luton Borough Council launched a pre qualification questionnaire

The Questionnaire was used to identify supplier organisations that were asked to submit a tender to deliver and manage projects co-financed by the European Social Fund  (ESF). The activities offered for tender are to deliver training and support to help unemployed and economically inactive people (particularly those at a disadvantage in the labour market) to develop their skills and enter sustainable jobs. There was also a project to offer level 2 and level 3 qualifications to employees of small to medium sized enterprises (SMEs) in Luton.
The activities funded in this tendering round include projects to:

  • support adults with mental health issues;
  • provide volunteer training to improve the employability and capacity of third sector organisations and social enterprises;
  • provide English language training combined with employability skills to help unemployed or economically inactive individuals move into work;
  • support and train unemployed and economically inactive individuals who are homeless, or in temporary or hostel accommodation;
  • provide support, training and advice for parents and carers (aged 19+);
  • provide targeted support and training, leading to relevant NVQ 3 qualifications, for managers and employees of small firms in Luton, especially companies in the aerospace and creative industries sectors.

All organisations that successfully completed the pre qualification questionnaire (PQQ) process on www.localgovsourcing.co.uk were invited to submit a tender for one or more of the above activities.

The timetable for this tendering round is as follows:

6th February 2009 (noon) PQQ is closed for application
7th – 12th February 2009 PQQs submitted are scored and assessed
13th February 2009 Successful organisations are invited to submit electronic tenders for the proposed activity
16th March 2009 (noon) Close of tendering
17th to 23rd March 2009 Bids submitted are appraised and scored
24th April 2009 Announcement of intention to award contracts
25th April – 3rd May 2009 “Cooling off” period
4th May 2009 Formal award of contracts
May / June 2009 Project delivery begins
