The council recognises that providing car parking is necessary but it takes up space which could otherwise be used for pedestrians, buildings - or even for driving.

Luton Borough Council aims to provide for car parking while at the same time giving people the widest possible choice of alternative forms of transport. The Luton parking strategy has 26 policies or actions to achieve this and also to ensure effective enforcement of parking regulations and provision of parking spaces for cycles and motorcycles.
