We do our best to control anti-social behaviour at the carnival, working with other council services such as environmental health, trading standards and licensing services to tackle unauthorised vendors, peddlers, unlicensed street parties and a variety of other activities which spoil the day for others.
Carnival is for everyone to have fun and enjoy but the council's priority must be to ensure that the celebrations are safe and suitable for all and Council officers will seek to prosecute offenders who break the law.

So that everyone has a fun day in a friendly and trouble free atmosphere, Luton Borough Council is asking people to behave in a tolerant way, showing respect to those around them. Please be aware of the following:
- disrespectful behaviour of any kind, including drunkenness and abuse will not be tolerated. CCTV cameras will be operating across the town assisting council officials and the police to deal swiftly with any incidents;
- the town centre is an alcohol free zone and the sale of alcohol on the streets is illegal;
- the main police station is on Buxton Road and a mobile station will be available (location to be confirmed) for anyone needing help;
- there will be large crowds, so please look after small children and make arrangements for a meeting point if you become separated from friends or family. Easily identifiable stewards will be on hand to help;
- the event will be very busy, therefore it's not suitable for dogs or other animals so we would advise you to leave them at home;
- don't drop litter. It can cause a hazard and creates an unpleasant environment;
- please park responsibly. Free car parking is available at Pope's Meadow. Other car parks open on the day are Melson Street, Silver Street/Cheapside and Library Road;
- every effort will be made to keep noise to an acceptable level, but if you need to complain, the noise hotline number (from 12 May) is 07796 58 65 85 please also use this number to report incidents of nuisance arising on carnival day.
