The Children Act 2004 places a duty on all top tier local authorities to cooperate with partner agencies in providing, planning and developing services, and to publish a Children and Young People’s Plan by April 2006 in consultation with communities and in particular with children and young people.

Luton's Children and Young People’s Strategic Board consulted with children and young people and staff in all agencies (including private and voluntary organisations) who provide services to children and young people in order to produce an initial draft plan and summary.

Following further feedback and consultation the final Children & Young People's Plan was completed and is available to download below together with a shorter summary document.
