Luton carries out its minerals and waste policy planning jointly with Bedford Borough and Central Bedfordshire Councils. There are no active mineral extraction sites actually within Luton Borough, although there are two rail-served aggregate depots. There are also waste management facilities within the Borough.

Minerals and waste planning includes the control of sites where minerals are won, as well as various forms of waste management developments (recycling, composting, landfill etc.) through forward planning, the determination of planning applications, and the monitoring and enforcement of active sites. We have a Minerals and Waste Local Development Framework (owned jointly by the three unitary authorities), which comprises two main plans:-

 

  • A Minerals and Waste (M&W) Core Strategy – Development Plan Document (DPD) will cover the period up to 2028. It sets out core policies on which future waste management and mineral extraction will be assessed; and identifies strategic sites for mineral extraction, non hazardous waste landfill and waste management facilities - required to recover and recycle materials from waste. Plan adoption is anticipated by the middle of 2013.

  • A later General and Environmental Policies DPD – will set out more detailed development control policies and other advice, the adoption of which is anticipated by the middle of 2015.

The M&W Core Strategy was recently approved by the Executives of all three authorities for public consultation on matters of “soundness”. This entails seeking the views of the public and other interested parties on whether the document legally complies with plan making regulations and is considered to be sound in terms of the three criteria of being justified, effective and consistent with national policy.

 

The M&W Core Strategy was approved by the Executives of all three authorities for public consultation in November 2011 on matters of “soundness” and subsequently requires some proposed 'Focussed Changes'. 

A further consultation will take place 4th June to 16th July on the proposed focussed changes. Full Council on 24th July will then need to agree submission of the M&WCS to the Secretary of State in the autumn.
