LAAs are three year agreements that set out the priorities for a local area agreed between Central Government – represented by the regional Government Office – and a local area – represented by local authorities, Local Strategic Partnerships (LSPs) and other key partners. The primary objective of an LAA is to deliver better outcomes for local people.
Luton Borough Council and our partners, which include the tPCT, Fire & Rescue, Police, Learning& Skills Council, Voluntary Action Luton, Luton Assembly and the Chamber, have a new LAA in place now. The LAA is awaiting the issue of the formal approval letter on behalf of the Secretary of State for Communities and Local Government. This formal approval letter will ensure that our LAA has full legal status and so the associated “Duty to Have Regard”, will come into effect.
The performance framework for each LAA is based on a set of 198 National Indicators (see Annex 1) which are grouped under the following four categories:
- Stronger and Safer Communities
- Children and Young People
- Adult Health and Wellbeing
- Local Economy and Environmental Sustainability
Our LAA has agreed with central government 35 priority indicators, 16 statutory education and early years targets, and 14 local LAA indicators from the list of 198 National Indicators. The agreed targets reflect the priorities in the Sustainable Communities Strategy which is currently under consultation.
We no longer have specific funding for specific targets. Delivery against the 35+16 improvement targets will be supported by all local partners, resources and funding.

The "refresh" process during March 2010 gave Luton Forum and its key delivery partners the opportunity to renegotiate a number of targets affected by the recession. Only NI's 151, 152, 154 and 172 could be considered. The Forum presented evidence to show that the economic downturn has made these indicators harder to achieve, so more realistic, although still very challenging, targets have been negotiated.
